PRCS Direction and Action Plan: 2025–35

A clear direction for the next 10 years

Saanich’s Parks, Recreation and Community Services Department (PRCS) is developing a new Direction and Action Plan (DAP) to guide the department’s work for the next ten years — 2025 to 2035.

PRCS last updated its Master Plan in 2012. Since then, the department has developed several focused strategic plans, centered on key issues of community need, service delivery and asset management. Through these collaborative processes, with public engagement, and in consultation with stakeholders, a departmental vision and mission have evolved.

Developing the DAP

PRCS has engaged the services of the Pooni Group, an urban planning and communications company. As a consultant, the Pooni Group will lead a planning process that confirms the department’s vision and develops an integrated action plan that weaves existing PRCS plans and strategies into a comprehensive framework, complete with clear actions, required resources, and corresponding metrics and outcomes.

Defining the scope of study

PRCS is guided by numerous departmental and Council-approved strategies, plans and actions, but gaps still exist. The Direction and Action Plan aims to provide additional guidance to help inform PRCS initiatives in these areas: 

  • Service level review
  • Spaces and places review
  • Allocations and user group framework
  • Departmental structure and staffing
  • Asset management program integration
