This Request for Proposal (RFP) seeks to identify a qualified and experienced consultant to conduct an Amalgamation Study to examine the costs, benefits and disadvantages of amalgamating the City of Victoria and the District of Saanich, British Columbia.
This study will support the deliberations of a Citizens' Assembly meeting between September 2024 and May 2025. The study project will start in February 2024, and the final report will be delivered in November 2024, with some presentations in early 2025.
MASS LBP is a Canadian firm commissioned to manage the Assembly and Study process on behalf of, but at arm's length from, the City of Victoria and the District of Saanich.
The absolute budget is $250,000 — inclusive of applicable taxes.
Proposals will be submitted on February 9, 2024, at 15:00 PST.
The deadline for questions is January 24, 2024, at 15:00 PST.
