Saanich is one of many communities in BC that is participating in B.C.’s Electric Kick Scooter Pilot Project that will run from April 5, 2024 to April 5, 2028.
The purpose of the pilot project is to test and evaluate the use of electric kick scooters (“e-kick scooters”). To operate an e-kick scooter you must follow the provincial regulations. You do not need a licence or insurance, but you must be 16 years old and wear a helmet.
An e-kick scooter must meet specific requirements. If it doesn’t you risk a violation ticket and a fine from police.
Where can I ride an e-kick scooter in Saanich?
During the pilot, electric kick scooters can be used in the same places as bicycles and e-bicycles. This includes:
- In bike lanes
- On the right side of roads with speeds less than 50 km/hr (where no bike lane exists)
- On multi-use paths that are under Saanich’s jurisdiction*
E-kick scooters are not permitted on sidewalks.
Why did Saanich join the pilot project?
Saanich joined the pilot project because:
- Our District-wide policies support sustainable transportation options to meet our climate and mode share targets.
- E-scooters are ideal for short trips and can help people to connect with other modes of transportation such as transit and carshare.
- E-kick scooters are a more affordable transportation option.
- E-kick scooters help reduce congestion on our roads, which means less public money spent on road maintenance over time.

* Electric kick scooters are permitted on multi-use paths in Saanich, but they are not currently permitted on sections of the Lochside and Galloping Goose Regional Trails which are under the authority of the Capital Regional District.
