Alternative Approval Process

An Alternative Approval Process (AAP) is a method seeking elector approval for a local government initiative, such as a land development or an agreement. In some cases, a loan authorization bylaw may be subject to an AAP to allocate long-term borrowing for an initiative.

The process is set forth under the Community Charter, and includes public notification followed by an opportunity for qualified electors to register written opposition. If more than 10 per cent of electors submit a valid Elector Response Form prior to the deadline established by Council, the initiative may not proceed without further assent. Alternatively, if fewer than 10 per cent of electors are opposed, the initiative has received elector approval and may proceed.

The District of Saanich Council is not currently undertaking any AAPs.
