Description:

Do you have sound professional knowledge in the principles, methods and procedures applicable to stormwater management and environmental engineering? Then the District of Saanich has an opportunity for you! We are seeking an experienced professional engineer to join our Engineering Department in this critical and exciting role. The Stormwater & Environmental Engineering Program Manager (Water) is responsible for leading a unionized, technical team in the development and implementation of integrated stormwater management plans, natural asset management plans, and policies or technical initiatives for the sustainability of the District’s watersheds. The successful candidate will play a pivotal role in achieving stormwater management objectives from the District’s Climate Action Plan.

Reporting to the Manager of Infrastructure Planning & Analysis in the Water Resources Division, the Stormwater & Environmental Engineering Program Manager serves as a key member of the Department Management Team formulating and driving initiatives to realize key goals and objectives, providing operational and professional leadership within the work group. The successful candidate prepares and maintains long range master and asset management plans to meet regulatory requirements and current engineering best practices and establishes policy goals & objectives in support of stormwater management and environmental health today, and for future generations.

Qualified candidates will have professional knowledge and experience in the principles, methods and procedures applicable to stormwater management, environmental engineering (pollution, source control) and related infrastructure design; knowledge of and the ability to interpret and apply relevant legislation, bylaws, rules, regulations, policies and procedures applicable to natural waters and the sustainability thereof; and knowledge of the principles of municipal natural asset management.

Requirements include a Bachelor of Applied Science in Civil Engineering or related field; membership as a Professional Engineer (P.Eng.) with Engineers and Geoscientists of British Columbia (EGBC); a minimum of 6 years of progressive experience in a related position with a focus on stormwater management and water resources engineering; a Masters Degree in a relevant field of engineering would be considered an asset; at least one year of supervisory experience, including in the review and certification of engineering work completed by subordinates; proficiency using Microsoft office programs, including Word, Excel, PowerPoint and Publisher; a valid BC Class 5 Driver’s Licence; and a personal vehicle available for use as and when required. Project Management Professional (PMP) certification would be considered a valued asset. Candidates with an equivalent combination of education and experience may be considered.
