Saanich Council is made up of one Mayor and eight Councillors who collectively represent the municipality at large. The Chief Administrative Officer (CAO) is the link between staff and Council, where staff are responsible for operations and Council is responsible for governance.
The Mayor is Chair of the Police Board – a civilian governing body which receives its authority under the Police Act. The role of a municipal police board is to establish a municipal police department and to provide general direction to this department. This is done while respecting relevant legislation and in response to community needs. Municipal police boards are created independently from municipal councils and from the provincial government. The Chief Constable leads the Police Department.
Saanich has a large number of committees and boards, most of which are advisory to Council.
Saanich departments, with the exception of Police and Administration, are led by a Director. The Directors report to the CAO. Each department has several different responsibilities and areas of work.
