Progress on EDPA
Saanich, BC – Saanich held a public hearing on May 13 to hear citizens' input on two proposed bylaw amendments to the Environmental Development Permit Area bylaw. The public hearing went from 10 a.m. to 3:30 p.m. 51 members of the public spoke to this bylaw.
The first amendment, No. 9421, related to owners who had applied to have 29 properties exempted in various areas, including Woodland Environmentally Sensitive Areas and Marine Backshore Environmentally Sensitive Areas.
Council voted in favour and this bylaw was given second and third readings.
In addition, Council considered the second amendment, Bylaw 9422 which would temporarily exempt single family dwelling-zoned properties from the EDPA and clarify the fact that a development permit is not required for a parcel of land zoned for single family dwellings, except in the case of a subdivision. 35 members of the public spoke to this bylaw.
Council voted in favour and this bylaw was given second and third readings.
The fourth and final reading of both of these bylaws will take place at the next scheduled Council meeting.

- Only 5% of private properties in Saanich are within, or partially within, the EDPA.
- 52% of the EDPA in Saanich is located on public land (mostly parks).
- Saanich Council adopted the EDPA Bylaw in March 2012.
- Saanich is committed to improving the EDPA bylaw and is undertaking a full and comprehensive review through an independent contractor.
- Council is expecting to receive the consultant’s report by the end of June.
