Shelbourne Street Improvements Project moves into final phase

Saanich, BC – The District of Saanich is moving into Phase 3 of the Shelbourne Street Improvements Project. This phase of the project will take place between Pear Street and Garnet Road, with completion anticipated by the spring of 2026.

Phase 3 improvements include:

  • Significant underground service replacements (watermain, storm sewer and sanitary sewer)
  • New service connections to properties
  • 1.95 kilometres of new protected bike lanes
  • 940 metres of new or improved sidewalks (including along Pear Street from Shelbourne Street to Cedar Hill Road)
  • New signalized crossing for pedestrians and bikes at Christmas Avenue
  • Conversion of three intersections to protected geometry (pedestrian and bike separation from vehicles)
  • 21 new or improved bike and pedestrian crosswalks
  • New benches, bike racks and bus shelters
  • Full road repaving and improved street lighting

Completed work

Phase 1 was completed in 2022 with improvements between Torquay Drive and Garnet Road. Phase 2 started in August 2022 and includes improvements between Pear Street and North Dairy Road; ongoing Phase 2 construction will overlap with Phase 3 work until phase completion in December 2024.

Work scheduled for completion by the end of 2024:

  • Underground utilities from North Dairy to Pear
  • Upgraded UVic bike connector along Pear/Poplar from Shelbourne up to Richmond and across Cedar Hill Cross Road.
  • Rebuilt road base and repaving of Shelbourne
  • New sidewalks along Shelbourne
  • New bike paths on both sides of Shelbourne
  • New multi-use-path on Derby, west of Shelbourne
  • New sidewalk on McRae, west of Shelbourne
  • Upgraded bus stops along the corridor
  • New traffic signals at six intersections
  • Upgraded street lighting

We thank the public for their patience during this important infrastructure project. Improvements made will support road user safety and access and ensure vital underground utilities continue to function safely and reliably far into the future.
