Road Safety Action Plan

The Road Safety Action Plan (RSAP) is Saanich’s 10-year strategy to achieve Vizion Zero. The plan uses a Safe System Approach and sets out 30 actions to improve road design, support safe speeds, encourage safer choices, and provide for post-crash care and land use planning.

The RSAP is evidence-based and grounded in data. It is informed by technical analysis, best practices research and the opinions and ideas of community partners and the public.

Saanich Council adopted the RSAP on October 21, 2024. The plan is built on data, expert analysis, and community input.
Thank you to everyone who provided input, including the Saanich Police Department, Capital Regional District (CRD), Ministry of Transportation and Transit (MOTT), Island Health, and Insurance Corporation of British Columbia (ICBC).

RSAP Adopted

On October 21, 2024 Council adopted Saanich’s first-ever Road Safety Action Plan.

Background

In February 2022, Saanich Council adopted an updated Vision Zero and the Safe System Approach, and they directed staff to Develop the RSAP.

Vision Zero and the Safe System Approach

Vision Zero is an ambitious goal to eliminate traffic fatalities and serious injuries on Saanich roads, while ensuring safe, healthy, and equitable mobility for all people.

Vision Zero is a new paradigm for road safety. It recognizes that human error is inevitable and an integrated approach – called the Safe System Approach – is needed to improve the safety performance of our transportation network.
