"Parks Capital Program Loan Authorization Bylaw, 2024, No. 10026"

The District of Saanich is undertaking an Alternative Approval Process (AAP) to obtain elector approval for "Parks Capital Program Loan Authorization Bylaw, 2024, No. 10026".  This bylaw authorizes the District to borrow a sum not exceeding $1,200,000, repayable over a maximum of 15 years, to fund the construction of improvements to Saanich parks infrastructure, including Fowler Park pickleball courts, Cedar Hill Golf Course parking lot, Maynard Park playground, Viewmont Park tennis court reconstruction, streetscapes, bridges and structures programs.

Under the AAP, Council may adopt Bylaw No. 10026 unless at least 10% of electors in the District of Saanich submit written opposition.  If fewer than 10% opposed, the bylaw will proceed to adoption.  This AAP applies to the entirety of the District of Saanich.  With 87,353 eligible electors in the District of Saanich, at least 8,735 valid Elector Response Forms must be returned to prevent adoption of the bylaw, without elector assent.
