If your project does not require a Building Permit, and you are planning on installing or modifying a plumbing system, a plumbing permit is required.
Effective January 6, 2025: Plumbing permits will be included in your Residential Building Permit.
If you are a home owner wanting to do your own plumbing work, you will be asked to provide a detailed schematic drawing of your proposed project in order to prove competency.

A complete application includes:
- A completed application form.
- Isometric drawing of the proposed work, if the person doing the work is not a certified plumber.
- Paid application fee.
Backflow Preventers
A separate application is required for backflow preventers for irrigation systems and other plumbing devices.

Who can do plumbing work?
- A certified plumber (Trades qualification number is required)
- An indentured apprentice supervised by a journeyman certified plumber
- The registered owner and occupant or intended occupant of the building where the plumbing work will happen. (Isometric drawings along with Saanich Plumbing Official approval required)
Anyone can install perimeter foundation drainage, but for storm laterals, sanitary sewer lines, rain water leader systems or water lines, only one of the people listed above can do the work.
