Saanich adopts Road Safety Action Plan to achieve Vision Zero

Saanich, BC – The District of Saanich is furthering road safety with the adoption of the Road Safety Action Plan (RSAP) [PDF - 15 MB], a visionary 10-year strategy aimed at achieving Vision Zero – the elimination of traffic fatalities and severe injuries.

The Plan is aligned with Council’s Strategic Plan 2023-2027 [PDF - 3 MB] and considers the needs of all road users to further safety for people who walk, ride a bike, take a bus, use a mobility device or drive in Saanich. It provides direction for safer road design, appropriate speeds, enforcement, education, awareness and advocacy to higher levels of government to support safe vehicle standards.

The RSAP is designed to encompass a holistic approach to road safety for all road users, focusing on:

  • Safe speeds: ensuring speed limits align with the needs for all road users
  • Safe road users: promoting responsible behaviour among all road users through education and enforcement.
  • Safe vehicles: advocating for vehicles equipped with advanced safety features.
  • Safe road design: implementing infrastructure that minimizes conflict and risk.
  • Post-crash care: enhancing emergency response and post-crash processes.
  • Safe land use planning: integrating safety into urban planning decision to ensure that people can move safely in their communities.

The RSAP integrates rigorous technical analysis, best practices research and comprehensive stakeholder engagement. Nearly 80 stakeholders, including individuals, organizations, and agencies, provided valuable input to shape this plan.

Implementation of the RSAP will require an estimated investment of $21 million over the next decade, including $5 million from existing resources, $13.5 million dedicated to new capital projects and $2.5 million for non-infrastructure initiatives.
